Judith received her B.A. in Economics and LL.B. from the University of Alberta. In 1983, she completed a Diploma in Legislative Drafting and an LL.M. in Legislation, both from the University of Ottawa. Her thesis topic was School Legislation and the Charter. After two years of private practice, she joined the Alberta School Trustees Association as its Director of Legal Services and then relocated to Vancouver in 1990. She is a founding partner of Harris & Company.
Judith represents school boards and independent schools on a wide variety of labour and education matters, and has given workshops and presentations on legal issues across Canada. She is currently on the Editorial Board of the Education and Law Journal, published the School Law Commentary, and is an adjunct professor at Simon Fraser University where she teaches graduate-level courses in education and the law. Judith is a member of the law societies of Alberta, Yukon, and British Columbia, and is a member of the Education Law Association (E.A.P.).
