Fran graduated with a B.A. (Honours) from the University of British Columbia in 1989. She received her law degree from the University of Toronto in 1992 and was called to the Bar in 1993 after articling with Harris & Company. Prior to returning to university, she was employed for ten years as a labour relations practitioner representing employers in health care, municipalities and government.

As a partner at Harris & Company, Fran practices primarily in labour and employment law, as well as privacy and access law. She regularly advises both public and private sector clients on a wide range of workplace issues, including collective agreement administration and interpretation, labour relations, human rights, employment standards, discipline and discharge. Fran has expertise in freedom of information and privacy law and regularly provides both strategic and practical advice to public and private sector organizations about their rights and obligations under federal and provincial privacy and access statutes.
